Investigarán por monopolio a telefónicas de Carlos Slim
La Comisión Federal de Competencia (CFC) anunció este lunes que iniciará una investigación sobre el presunto monopolio que ejercen las dos empresas de telecomunicaciones del mexicano Carlos Slim, la de celulares América Móvil y la de telefonía fija Teléfonos de México (Telmex). En el marco de la celebración del "Día de la Competencia 2007", el presidente del órgano antimonopolio, Eduardo Pérez Motta, afirmó que en un máximo de tres semanas el organismo a su cargo iniciará la investigación para determinar si las empresas de Slim, son o no dominantes.
Pérez Motta recordó que en 2001 la CFC declaró a Telmex como empresa dominante en cinco sectores del mercado, pero la empresa se amparó y ganó un litigio que obligó al organismo regulador a volver sobre sus pasos.
En este sentido el funcionario advirtió que para continuar con este caso se planea iniciar las nuevas investigaciones.
Precisó que los estudios se realizarán en dos partes: la primera de ellas centrada exclusivamente en telefonía fija, y la segunda en el mercado de telefonía celular, donde los mayores actores del mercado son Telmex y Telcel (marca de América Móvil), respectivamente.
La Organización para la Cooperación y el Desarrollo Económico (OCDE) ha insistido en reiteradas ocasiones que las tarifas de telefonía en México se encuentran entre las más altas del mundo, algo que rechaza el emporio de Slim con otros estudios.
Además, la OCDE afirma que Telcel tiene una participación de mercado superior al 78,9%, y que la del segundo operador en importancia, la española Telefónica Movistar, es de apenas el 14%.
En 2003 el grupo británico de telefonía Vodafone, antiguo accionista de la mexicana Iusacell, abandonó México por la posición preponderante de Telcel.
Por otra parte, el presidente de la Cámara Nacional de la Industria de Telecomunicaciones por Cable (Canitec), Alejandro Puente, responsabilizó este lunes en una rueda de prensa en la capital mexicana al titular de la CFC de no haber cumplido con su obligación de regular ese mercado.
Puente criticó las altas tarifas de servicios telefónicos del país y aseveró que Telmex posee el 94% del mercado de telefonía fija y América Móvil más del 80% de la móvil.
"Telmex sólo ha logrado firmar acuerdos de interconexión con dos grupos de cable (en poblaciones que representan un 10% de suscripciones de la industria) y únicamente con el fin de que la CFC avale su cumplimiento al Acuerdo de Convergencia", dijo Puente.
Ese acuerdo, promovido por el gobierno en octubre de 2006, busca que las empresas de televisión por cable puedan ofrecer telefonía fija en sus redes y viceversa, a través de redes alámbricas e inalámbricas, pero su implementación todavía no se produce.
